Both are working as expected for Phase 0.5, so I think that this is worth
tracking for Phase 1 since it's not going to be fixed in Phase 0.5, so putting
back to development category (sorry Jim).

The netstatus applet has worked like that for years, and is unlikely to be
changed any more.

The new NWAM Manager notification icon (not an applet) is also working as
spec-ed.

Both are consistent in that they raise a menu when you right-click.

Left-clicking does differ, but that's the same with nearly all applets right
now.

The left-click on the NWAM Manager notification icon behaves in two ways:

1) Normally, just starts a rescan on wifi networks.

2) If you have to enter a key, left-clicking will show that dialog to enter the
key.

For Phase 1 it is spec-ed that left-clicking will launch the nwam locations
preferences, but we may change this to load the nwam configuration editor.
