Currently, when a known_wlan object is committed, all other known_wlan
objects must be checked and possibly altered to avoid priority collisions.
But there are cases where the consumer (nwamd or the GUI) is either creating
the list from scratch, or writing the entire list, having organized priorities
itself. In these cases, it would be useful if the consumer could tell the
library that the collision checking is not needed.
