The flag is NWAM_FLAG_KNOWN_WLAN_NO_COLLISION_CHECK, and does not do collision
checking on commit. When users reorder the wlan priorities, the GUI rewrites
the priorities for all wlans. This flag can be used there to optimize by
avoiding collision checking.
