When NCPs are activated, nwamd_fini_ncus() is first run. This changes the
states of the NCUs to online*/uninitialized. The state machine is then
responsible for unplumbing the interfaces and removing dlpi threads.
The code, incorrectly, sets the state to disabled/disabled by admin.
