The periodic rescanning of available wireless networks causes the link state
machine to be restarted by entering the INITIALIZED state. This causes the
interface state machine to also be restarted (as the link's state change from
ONLINE to OFFLINE*). Although the existing wifi connection is not
disconnected, the state machine unncessarily connects to the same network
again.
