Your comments led me to think about this in more detail:

If the state is DISABLED, then the user explicitly disabled it.  A scan should
not be performed in this case.

If the state is OFFLINE, that means conditions are not satisfied, either the
wireless link is of lower priority than the currently active link or is higher
priority but timed out.  With this in mind, the scan should only be allowed if
the wireless link has higher priority than the currently active priority.  If
it is of lower priority, then it shouldn't be scanning (and connecting).

As for ONLINE*, it means that the wireless is moving to OFFLINE state.  Again,
the priority groups come into play (as above).
