Discussions have led to the decision that the wireless scan should be allowed
even if the wireless link NCU is not online. I am updating the synopsis to
reflect this.
Rather than not allowing the scan requests in the states mentioned in comment
#2, wireless link selection will not be allowed. The scan request will still
be completed.
Currently, after a wireless scan is done, an attempt is made to get a wireless
connection. This is wrong as a SCAN_REQUEST from the GUI should not trigger a
connection. Connection will be attempted only if the link NCU is not in
DISABLED state or OFFLINE state with lower priority.
