For the automatic NCP (which I assume this is), we place all wired links in the
same shared priority group (with priority 0). This allows systems with multiple
wired links to be configured all at once (we decided to do this to support
multihomed systems such as this one out of the box). In this case, it seems
like the DHCP server only knows about nge0, but nwamd will (unless the link
NCUs are disabled) attempt to configure DHCP on top of them. This contrasts
with your non-NWAM configuration which likely only consists of an
/etc/dhcp.nge0 file.
In the NWAM case, all the interfaces are shown as RUNNING so either they don't
support DL_NOTE_LINK_UP/DOWN or there actually are cables plugged in, and in
these circumstances it's legitimate for NWAM to plumb IP and try and get an
address. So to sum up, I don't see a bug here right now, rather a difference in
policy between the NWAM and non-NWAM cases, so I think this can be closed as
not a bug unless there's something I'm missing. Thanks!
