One thing to be clear about: nwam does not currently import existing legacy
configuration for links and interfaces; that is, there is no attempt to
re-create the configuration you would get if you enable
network/physical:default
instead of network/physical:nwam.  That is the design, and has been since phase
0 integrated.

The Automatic NCP implements the following default policy:

* attempt to configure wired links first.  Plumb and attempt DHCP on all
  wired links that are connected (i.e. have a cable plugged in).

* if no wired links can be brought up, attempt to bring up one wireless link.

If you want a different policy, you can create a User NCP that does that.  One
option would be to create two priority groups: one for wired, one for wireless;
and make both of these groups exclusive (unlike the wired priority group in the
Automatic NCP, which is shared).  This means that only one link in the group
will be brought up at a time, which would have the effect of only plumbing
bge0 in your case.

I'm going to close this out, as nwam appears to be behaving as designed.
