I discussed this with Anurag, and there are a couple of factors I missed that
make this much less of a problem:

 * It is possible to switch to the Automatic NCP with nwam disabled so that the
User ncp can be destroyed without having to run the Automatic NCP.
 * Attempting to destroy the User NCP via "nwamcfg destroy ncp User" does give
the correct error about not being able to delete an entity in use.

Given that "nwamcfg destroy -a" is probably doing the right thing by destroying
everything it can (but not the User NCP since it is marked active), a zero
return value is probably correct; A warning about not being able to destroy the
User NCP would be helpful though.
