Mockup for a slightly different approach

After further discussion, latest suggestion to handle this is to basically
present the user with two modes of operation: manual and automatic (although we
probably won't want to use those exact terms, as they both already have
alternative meanings in the NWAM universe).

In manual mode, user can select any location at any time, which will stick
until they select another location or switch to automatic mode.

In automatic mode, NWAM switches locations as required, and the user can make
*no* selections of their own, INCLUDING manual locations.

Preventing the user from selecting manual locations in automatic mode stops us
from getting into the situation described in comment #2, where a single manual
location is the only location available for the user to select, with no obvious
way to 'unselect' that location and give control back to NWAM.
