It is now possible to enable a SYSTEM location, and this has the effect of making that permanent until you disable that location, after you do this it then switches to evaluation mode, where the conditions/rules are evaluated to make the decision. To me this would suggest that we need an extra radio item like "Let system decide", which would then provide the functionality we desire.
