but I would have thought to get to offline*, either one of two things are true:

1) the link has come up for the first time, and we're trying DHCP/assigning
static addresses

2) the link has gone down and come back up, and we're trying DHCP/assigning
static addresses 

In the case of 1, the NoNet location will be active until an IP NCU group is
active, so Automatic won't be enabled.

In the case of 2, Automatic was active, but the fact that a link went down
should have been propogated to IP. It wasn't (with 10334 this will be fixed),
and as a consequence the IP NCU didn't go offline, which would have triggered
the condition check. When the link came back up, we went to offline* trying to
configure IP.

So I think the current fix for 10334 will fix this behaviour.
