Steps to reproduce:
1. Start the VPN Applications window from right-click menu.
2. Click "Add" button to add a VPN instance.
3. Check the checkbox of "Start/stop Unnamed VPN according to rules.
4. Click "Edit Rules" button.
5. Click "No conditions" combobox and choose one of rule from list.
Expected result:
After step 5, the Edit Rules window should adjust its window size to contain
all the widgets in the window, or add a scroll bar at the bottom of the rule
table.
Actual result:
The add and remove button will be activate, but there is no scroll bar at the
bottom of rule table, the window size is not adjusted to show the remove button
within the window.
