This is a bug in nwamd, changing component to daemon.
The issue is created by IPv6 link-local address and timed out DHCP request on
the same interface. When the RTM_NEWADDR for the link-local address is
received, the interface NCU moves to the online/up state. Meanwhile, dhcpagent
has been trying to get an IPv4 address for the same interface. When the
dhcpagent times out (in this case), the interface NCU moves to the
offline*/timed-out state.
