The fix has been motivated by what users expect. We cannot consider an NCU
online when at least one v4 and at least one v6 address has been assigned. The
Automatic NCP configures both v4 and v6, but users may not have a DHCPv6. So,
- If both v4 and v6 is configured or only v4 is configured, the NCU is online
when at least on v4 address is configured.
- If only v6 is configured, then the NCU is online when at least on v6 address
other than the link-local address is configured.
The NCU stays in the online state as long as the above conditions are
satisfied.
