I suppose the real issue here is whether it's acceptable to re-use a
notification icon like this or not. 

I personally feel that it should be - but there are issues w.r.t. resizing of
the bubble itself, so even then it can sometimes look poorly rendered.

So I think we need to look at the trade-offs between creating a new
notification message each time and re-use. 

Re-use allow us to manage what message the order of messages being displayed.
If we create a new icon each time, then we get overlapping messages, which
looks messy. This overlap can be avoided by untying the message from the status
icon, so that it doesn't have the look:

Instead you end up with stacked messages, placed according to the notification

So which is better in the long run. Calum should really provide input on this,
and from there we should then look at either changing NWAM manager or Orca to
match.

My own personal feeling on this is that we already get a lot of complaints
about noise from NWAM Manager Phase 0.5, and the latter is, if anything, more
noisy - but it also really depends on the look of these messages, the current
theme is quite "in your face" while one like the new Ubuntu styled notification
daemon is more subtle (IMO):
