I don't think it's very likely that a tooltip will ever support keyboard
navigation - the whole point is that they "hover" and don't get in the way.

Maybe Atk+ can provide a mechanism for navigating using it's API, but that
would require at-tools to be enhanced - which is probably fine long-term.

In the short-term, I think what's needed is that the "custom widget" (most are
really just a gtk+ container) - needs to provide a name/description. I don't
think it's impossible to do this, just not ideal, since the information could
be a lot... 

The main reason for the use of a custom widget is to make it appealing to the
eye, but that doesn't mean that it couldn't be represented in simple text...
