It appears as though much of the information in the tool tip can be obtained by
navigating to the icon and doing a Shift+F10 to open the menu.  My gut feeling
is that the user is going to go to the icon for two reasons:

1) Setting up their wireless connection
2) Trying to figure out if their network connection died

So, if we can convey some minimal information in the name/description to let
them quickly achieve the above, it might be good.  The main thing, however, is
to let the user know they've landed on the status icon for the network
configuration versus some unnamed "icon".

I'm adding Mike Pedersen to the CC list for his thoughts on what might be an
appropriate amount of information.  Mike, right now, the tooltip is full of the
following information:

Location: Automatic
Network profile: Automatic
Wired (e1000g0): Connecting
Wireless (iwk0): Connected to wwalker

The icon itself is a pie-piece-shaped image (about 1/5 of a circle) where the
point of the pie is at the bottom and there are 4 additional concentric arcs
over the point. From the point outward, the rings are filled (or not) to
indicate the signal strength.  There is also a checkmark that I assume
indicates the network is connected.

So, the question at hand is this:  the tooltip is complex and we fall on our
face when we run into it -- orca presents nothing.  Darren is willing to work
with us (thanks Darren!) to give this thing some accessible text.  What should
the text be?  Would something minimal such as "Network" be acceptable, with the
notion that you could then press Shift+F10 to find out more?  Or, would
something more such as "Wireless network pedernet: 50%" be better?
