As discussed in 11082, correct implementation of the enable-svcs and
disable-svcs location properties is not feasible for phase 1. Implementation
of this feature will make much more sense as the nwam repository moves toward
an smf back-end, and we're able to take advantage of some of the enhanced smf
profile features by making the nwam location profiles instances of smf
profiles.
