One thing I wonder - and I think I might have mentioned it in the context of
another bug - is if we should fail enables for already-enabled entities? We do
at present, but SMF just allows such things to succeed. Should we strive to be
consistent with SMF? I know that's not the precise issue here of course, but
just wondered what people think...
