to fix this, we

- let enables/disables of enabled/disabled objects succeed at the library level
- fix nwamadm's error message for disable_func() to read "could not disable
..."

I had thought we could then remove the NWAM_ENTITY_INVALID_STATE library
errorcode, but it's used by nwamd in the case where a WLAN selection is
impossible due to prioritized mode selecting other NCUs for activation.
