this has reared it's head again - when switching from dhcp,static to dhcp or to
static only when nwamd is running, things are broken. We need to unplumb as
part of the configuration phase so that we start from scratch. One thing we
should all be testing is to ensure that it's possible to refresh an NCU on the
fly, moving from dhcp to dhcp,static to static and getting the right results in
terms of state and configured interfaces. For v6 we need to test dhcp,autoconf
to dhcp,autoconf,static and back.
