need to unplumb on init and drop any DHCP addresses previously assigned
explicitly, otherwise dhcpagent gets confused. Also need to limit the window
within which we accept IF_STATE events in the offline* state - these should
only be accepted in offline* when the aux state is WAITING_FOR_ADDR, otherwise
we get spurious DELADDRs from unplumbing on reconfigure.
