On upgrade, the Automatic NCP is activated which gets its addresses via DHCP.

Would it make sense to detect that on upgrade from Phase 0/0.5, the User NCP
has a static address and thus enable the User NCP (rather than the Automatic
NCP)?  The static address means that the user has definitely customized
/etc/nwam/llp and it would make sense to enable the User NCP on upgrade.
