I just noticed this with the Oct 1 build.

I'm not sure if this is a bug or an intentional change...

There was some discussion recently that we shouldn't consider NCUs on-line
until an IPv4 address has been assigned.  This is to align with user
expectations, which are (today) centered around IPv4.  However, due to the
restrictive firewall imposed by the NoNet location, this prevents IPv6-only
configurations from working at all.  

At the very least, an NCU that has "ip-version=ipv6" should be considered
on-line once a non link-local IPv6 address is available.

Here's the test output that shows the problem.  Notice that at the time of
failure, and IPv6 address has been assigned via DHCPv6, yet the interfaces is
still in offline*.
