Not sure about recent discussions, but I thought the rules we decided on are
that an IP NCU is moved online if has >= 1 DHCP-requested, addrconf or static
address assigned, v4 or v6 (the exception wrt automatic address assignment is
the link-local IPv6 address - we ignore it). Has this changed? If not this is
definitely a bug.
