The reason for this is that the current priority group (as defined by nwam) is
different to the one for the NCUs.
This specifically is happening if you start with a new User ncp, with several
interface in it - which starts out with all ncus with prio-group 0. If you then
shift something from this prio-group using the GUI (e.g. move one to always
disabled), and mark the priority group to be "Enable All" then the whole
priority group is rewritten with prio-group 1.
But if one of the NCUs cannot be brought on-line then nwamd drops to priority
group 0, which has nothing in it, stays there for a while, and then returns to
priority group 1, and down again after a while, and so on.
If you happen to run the GUI with the priority group set to 0, then since all
the NCUs are now in group 1, they will not be seen...
The GUI is also not noticing the change in priority group and refreshing the
current status - it should.
