When trying to figure out why I was being prompted for wlan selection (see
defect#11658) I noticed that while the NCU was marked as looking for a key, on
startup, the GUI had no idea what network this key was for.
In looking at the wlan cached data that we rely upon for this startup
information, none of the wlan entries had the 'selected' flag set to true -
which we need to be able to make this association between the state and the
network that needs a key.
