yeah, this is a good idea I think. I asked on smf-discuss and the restart_on
values of 'none' certainly seems to be the reason. However, I wonder if there
might be deterimental side-effects as a consequence of the name-services
milestone state "flapping"? It's part of multi-user, so I think we'd need to be
pretty sure the side-effects are minimal...
