The main difference between the properties dialog and the panel menu is that
what you see in the properties dialog is quite possibly what's provided at
startup, while the panel is nearly always a result of events over time.
I think that to understand what happened in the case of the panel, then it's
necessary to have a log of the recent events that brought it to the state that
it's in.
It may be that while we notice the event, we don't recognise it as a
significant change - possibly the panel menu is watching based on "nwam_state"
or "active" (a calculated state), and not reacting.
