This bug is very similar to 11297
(http://defect.opensolaris.org/bz/show_bug.cgi?id=11297). The problem here is
that nwamd does not learn about (or does not seem to act on) the updated
priorities if the known wlan list is changed until the service is restarted; so
wlan selection proceeds according to the old priorities.
