1. created vpn2 application
e.g.  - start command /usr/bin/touch /tmp/running_vp2
      - stop command /usr/bin/touch /tmp/stopped_vpn2
select Ok
2. relaunch nwam-manager-properties -v
select Start for vpn2 application
select stop for vpn2 application

3. change vpn2 to be activted by rules
e.g. when nge0 is active, select ok

expected result
vpn2 is active 
right click nwam icon menu shows vpn2 greyed out

actual result
vpn2 is active
right click nwam menu icon offers user Stop for vpn2 - i.e. active menu entry
(- selecting stop does not stop the VPN)
the buttons in the vpn applications dialog are correctly greyed out.

This problem does not occur if the VPN is initially setup as activated by
rules.
If user adds another vpn e.g. vpn3 activated by rules, the right click menu
shows both vpn's greyed out.
