Hmm. I agree that the "waiting for address to be set" state seems a little odd
in this case; but then, this case is just plain odd. The notion of an
interface with both IPv4 and IPv6 disabled is a little nonsensical.
It seems that nwamd is behaving as correctly as it can given this
configuration: it doesn't plumb v4 or v6 on the link, and leaves the link up.
Changing the auxiliary state to something a little more specific might be
helpful, but I don't see that as very high-priority.
Alternatively, the GUI could simply disable the IP NCU in this case. That
seems to be the configuration the user has really asked for here: just a link
enabled, no IP plumbed on it. If the GUI did that, the state should show up as
"online/link up" for the phys ncu, and "disabled/disabled by admin" for the ip
ncu.
