Could you please include those messages?

Regarding the systems for which restarting nwam fixes things: I think there
you're seeing CR 6933080 (NWAM Phase 1 does not configure network devices). 
It's a race condition that can happen during boot; restarting nwam after
booting will fix things because the problem window is long past by the time you
can log in.  We have a fix in code review right now; if you could try out a
test binary (an updated nwamd) that would be really helpful.
