Bug 6933080 could be the other nwam problem that is fixed by restarting nwam. Build 135 is the first time we have seen it during testing. So, why are these lines being left out of the update. It happened on every x86 system I tried except one. On the broken upgrades (missing lines in user_attr) build 134 was an initial install, then updated to build 135. On the one system were upgrade seemed to work, there had been several updated, 132->133->134->135.
