We are getting somewhat mixed messages re paragraph 3 and the need to provide 
services on a sunday for example.
In a recently Ealing meeting, there was some concern raised about the 
expectation that we provide Sunday cover and Rachel Donovan (assistant head of 
primary care at NWL) advised that there is no requirement for PCNs to provide 
cover on sunday’s.
That said, the Local leads seem to waffle and they seem to be leaving their 
options open.
Many are concerned that there is an expectation to provide 16 hours extra (over 
and above the National offer) with no added remuneration.

The letter circulated clearly indicates that there is an added expectation 
‘this means that we have a higher starting point …’

We need to push back here as it is not feasible for PCNs to provide Sunday 
hours / additionally without remuneration.

I must advise that in Ealing some PCNs have gone ahead and submitted plans to 
offer Sunday provision and therefore it seems that given that there is a strong 
focus on equity across PCNs and a clear indication that not every PCN will be 
permitted to have a hub, PCNs who have not submitted
some mention of Sunday provision will eventually be coerced into providing some 
Sunday cover.
