I think I need to go away and find out exactly how big this application is. I'm drawn to re-creating the app and use templating, but I don't want to have to spend weeks/months/years doing that - it doesn't sound like a barrel of laughs :)
The problem with trying to get it to work in apache is that I can see myself spending ages working on getting the SSI to work in a similar way to Will's suggestion, but my woeful apache knowledge and lack of access on shared host will cause me a lot of troubles, and then I can just imagine the client asking for something dynamic to appear on all the pages, which won't be nice!
