Tools for the job - sounds like you need a CMS. There's tons of PHP based
ones that you don't have to get under the hood of once you get them running,
then the site can be maintained by the owners. I did some community stuff
for my local resident's association and just ran with the free PHP based CMS
that the hosting provider had in their CPanel. To me Rails is about database
backed websites. There are some Rails CMS systems out there but last time I
looked they lacked the maturity of the PHP based ones and there's no point
in reinventing the wheel.

Just my 2p and I bet other people in the community will have different
ideas.
