Can't give an opinion on the toshiba, although I'll venture that my Zaurus (a linux PDA, not a WinCE device) with 802.11b is much less useful than I thought it'd be. In fact, once I surfed around the house, and tried to find open APs on the street, I really don't use it much anymore.
DSL or Cable? Easy. Two friends, one on RoadRunner, one on optimum online, just had their routers MAC-blocked. Using MAC-cloning saved the day for each of them... but I know that the cable companies will be back to stop you from sharing a connection. DSL seems a lot more free to me. My DSL provider, Bway.net, gives me NO such grief.
