There is an app called ControlAP that will help solve some of those problems and Joltage and Boingo must already be doing it with there apps. I think that more support for Windows will help wireless take off even faster. I don't know much about Linux, and I don't really have the time to learn, but I am keen to setup my own access point(s).

Even if there were, I'm not sure what good it would do?  Windows doesn't
really have the fine-grained routing capabilities that Linux has.
