Cheap?  Not really.  Vivato (phased-array switching)
costs US$ 10,000, covers 350 accesses in a mile (to
penetrate structures)... then there's redundancy,
applications platforms, roaming (revenue sharing),
operation and maintenance, regulatory matters (maybe
even USF - universal service fund)....

Universality... under incumbents (of all kind)... will
get more expensive.  

2nd round knockout.  Game over.  You lost.  The 15
minutes of glory ends soon.
