Short answer is: it's possible...

Long answer, you'd need to get someone to code an interface into
radius to deal with it... Unless of course freeradius already has this
type of accounting already built in...

802.1x only provides the authentication and accounting information to
radius, where as some kind of database interaction would be needed to
enable this kind of requirement... It may already be done, because
prepaid cards are something that ISPs like to sell, and since need is
usually the driving force to code creation, it's bound to exist
somewhere (cost is of course another matter)
