Hi,

I really havent been on 98SE for a while but it could be that your DHCP request is 
being routed wrong, 
alot of items are just automatically handled in future windows versions, you could 
also be running 
firewall software on your own that is blocking DHCP?  (ports 67/68).

If I had a Win98 machine right now w/ those problems Id download some kind of tool 
(windump or ethereal) 
to see how the packets are being handled if @ all.  Also make sure your not running 
any kind of sharing 
junk because it could be running its own type of DHCP and your basically requesting 
packets from 
yourself.  

Not sure if that helps your problem but worth a try to recheck your machine.
