* Have you tried or could you try other cards?  I cant remember if you 
said this was XP but you can try only using the client app that the card might 
have come with (vs. letting Windows control it for you).  If nothings 
recording through windump the driver (NDIS or otherwise) might not be 
working properly.  

* Disable all firewall/anti-virus and try windump/dhcp again.
