For sure...

I think the best analysis of Chrome is that the browser essentially
doesn't matter anymore. Chrome is really a runtime environment for web
applications (hence why Google's JS performance test suites are
heavily slanted towards recursion and dynamic language optimizations
rather than DOM oriented stuff). Think mobile devices. So it's not
really a hit against IE so much as a hit against the desktop and
Windows Mobile.
