As you say, XDebug could cripple your backend in production, but one way to use it would be to send a smaller % of traffic to a server that did have XDebug enabled, so that only a subset of your visitors are hitting it. That of course, presupposes that you are (or have the ability to) farm off connections to multiple PHP application servers.
