Man this is proving to be harder than it should be! CDC didn't have documents - http://www.cdc.org.nz/ They have a hard copy of a big document from NZTE http://www.nzte.govt.nz/ I rang both. NZTE are going to see what they have but suspect it's not an open lic that they can publish on line... hummm. So I'm going to wait to see what they do and if they can't then I'll write something under CC lic.
