Some ideas:

- you will be talking to endless committees and provide a tender
outlining the whole site inclduing a project plan, hence you have no
idea what the actual marketing costs will be when you start.
- you will have no clear goal and no clear guideline what is going to
be a completed product, hence you have no idea what the project will
actually cost.
- if you do it for less than 100K, the person that is responsible for
that kind of budget will not be able to approve it, because that
person would not be in charge of such a wide scale project. Instead if
you do it for 101k, you may be talking to a person that will be able
to approve it
- how can it be any good, if its that cheap?
