So, 3.7m eh:

3700000 / 250 dollars per hour - likely the rate you could charge govt
dept = 14800h
14800h / 8 for working hours per day = 1850d
1850d / 5 for working weeks = 370w
370w / 8 for staff (mgmrs, graphic designers, developers, accessbility
specialist, usability specialist, content planning and authoring,
technical architects, server admins, etc. prob req'd to make govt dept
feel secure) = 46w per team member

So bundling all other costs (like expenses!, travel, meetings,
hardware, tech support), this cost probably equates to a team of 8
people working on contract rates for 8-9 months.  I've not checked out
the scale of the site, apart from it not working out-of-the-box on my
Firefox install!

Not saying it's acceptible, but certainly feasible how these costs
would mount up for a govt project.  I guess to measure the success of
it though according to the article, 25K registered users and 90K
visitors (?!) - not sure what the time period here is, but these
figures certainly don't look successful for such an initial outlay as
3.7m to me!
